"El régimen de preferencias vigente exclusivamente entre los Estados Unidos de América y la República de Cuba establecido en el artículo I:2:c) del Acuerdo General sobre Aranceles Aduaneros y Comercio no se aplica en virtud de la Proclama Presidencial 3447 de los Estados Unidos de América en vigor desde el 7 de febrero de 1962 que prohibe el comercio con Cuba."
