Steel only: South Africa participates in the negotiations to conclude a Multilateral Steel Agreement (MSA). Upon entry into force of an MSA acceptable to South Africa the rates offered on products covered by the MSA will be reduced to zero in accordance with the provisions of the said agreement. |

South Africa's substantial inflation rate experienced in recent years, toghether with the marked reduction in the value of the South African rand over the same period and the widely fluctuating crop harvests as a result of the weather have significantly influenced both the annual outlay and quantity levels of agricultural export subsidies. South Africa agrees to the reductions in annual outlay and annual quantity levels with the understanding that the factors indicated above are taken into consideration. |
